the grant of the same addition to an officer who has served ten

yeare ae to one who has served 30 i.e. in one case a bonus of 50% of actual service and in the other of 16%%. I venture to

suggest that a definite proportion between the length of service

and the amount of tropical allowance would be more equitable and that the most satisfactory course would be to allow a year's actual resident service to count for pension as one and a half years. By "actual resident service" I mean the period spent on

duty or on vacation leave in the Colony. Leave spent elsewhere

I would count as its actual value. On this basis it would be

possible for practically every officer to obtain his maximum

pension at the usual retiring age of 55, making allowance for

an adequate amount of leave, and for the reasons indicated in

paragraph 3 of the enclosure to Your Lordehip's despatch it does not seem that anything short of the maximam will afford a

reasonable maintenance in England.

There is still the question whether the two-thirds rule does not keep pensions down to too low a figure, having regard to the considerations stated in paragraph 1 of Mr. Fletcher's memorandum. I hesitate to suggest an alteration in so long established a rule but in the circumstances I am inclined to think that it would not be unreasonable to allow the maximum pension to rise to three-fourths of the officer's salary or

£1300, whichever is less.

In paragraph 5 of Mr. Fletcher's memorandum he refers to the question of the pensions of the Police Force. On reconsideration of this matter I have come to the conclusion that there is sufficient ground for granting special terms to these officers and I would propose to put in force the scheme approved in Mr. Long's Confidential despatch of 5th October, 1918, which it was decided to drop in view of the increases made to their salaries under the new scale.
